The Portland Property Manager's Cleaning & Turnover Checklist
A cleaning and turnover checklist for Portland property managers: document condition, sequence trades, clean room by room, and lease faster in 2026.
Every day a Portland rental sits empty between tenants costs money. A clear cleaning and turnover checklist helps property managers get units photo ready faster, document condition properly, and avoid deposit disputes. Here is the checklist we use, built for Portland rentals.
Why Fast, Consistent Turnovers Matter Right Now
Portland's rental market has loosened. The Multifamily NW spring 2026 apartment report put Portland Metro vacancy at 6.25%, up from 5.85%. Chase's multifamily outlook cites Moody's data showing 6.4% vacancy across all multifamily properties in Q2 2026. With more units competing for renters, a clean, well presented unit leases faster, and a slow turnover means more lost rent.
Step 1: Document Before Anyone Cleans
Start with a room by room walkthrough with photos and notes, before cleaning or repairs begin. Turnover process guides recommend an accurate assessment first, then the right trade order, then a final quality check.
- Photograph every room, wall, floor, and appliance
- Compare against move-in photos and the move-in report
- Note damage separately from normal dirt
- Flag repairs: paint, flooring, fixtures, blinds
- Record meter readings and collect keys and remotes
Good records matter for deposits. Under ORS 90.300, Oregon landlords can only claim the amount reasonably necessary to fix tenant defaults, and normal wear and tear can't be charged. Clear photos and receipts make the difference between a fair deduction and a dispute. Check the statute or your attorney for specifics.
Step 2: Sequence the Trades
Cleaning should come last, after the work that makes dust and debris:
- Junk and abandoned item removal
- Repairs and maintenance
- Painting and touch-ups
- Flooring repair or replacement
- Full turnover cleaning
- Carpet cleaning, if needed
- Final walkthrough and photos for the listing
Step 3: The Turnover Cleaning Checklist
Kitchen
- Inside and outside of oven, stovetop, and range hood
- Inside fridge and freezer, including drawers and seals
- Inside dishwasher and microwave
- Inside all cabinets and drawers
- Counters, backsplash, sink, and faucet
Bathrooms
- Toilet, tub, shower, tile, and grout
- Remove hard water and soap scum
- Mirrors, vanity, and inside drawers
- Exhaust fan cover
Whole unit
- Baseboards, doors, frames, and switch plates
- Windows, sills, and tracks
- Blinds and light fixtures
- Closets, shelves, and rods
- Vents and returns, plus a new HVAC filter
- Floors vacuumed and mopped last
Final touches
- Test smoke and CO detectors
- Replace burnt out bulbs
- Check for leaks under sinks
- Take fresh listing photos the same day
Step 4: Keep a Standard
The same checklist on every unit gives you consistent results, easier deposit records, and faster bids from vendors. Share it with your cleaning crew so expectations are clear before they arrive.
